Dialogue management is the system by which conversational AI manages the entire flow of multi-turn conversations. It understands the user’s past utterances, information the system has gathered, the conversation’s purpose, and current stage to determine what question to ask or response to give next. Rather than simply responding to a single utterance, it organizes the conversation flow and guides the user to achieve their objective.

A key consideration is that designing complex conversation flows is challenging. With many conditional branches, code becomes unwieldy and maintenance difficult.
